IOC AC Athlete Expression Consultation Report released

The IOC Athletes’ Commission (AC) today received the full support of the IOC Executive Board (EB) for a set of recommendations in regard to Rule 50 of the Olympic Charter and Athlete Expression at the Olympic Games. Rule 50 provides a framework to protect the neutrality of sport and the Olympic Games.

The recommendations are the result of an extensive qualitative and quantitative consultation process of the IOC AC which started in June 2020

The IOC AC has developed the following recommendations, which were approved by IOC Executive Board:
1. Increase opportunities for athletes’ expression during the Games
a. At the Opening and Closing Ceremonies
b. In Olympic Village branding
c. Through the Olympic Truce Mural
d. Through athlete apparel
e. Through social media campaigns
f.  Through digital messaging during sports presentation2. Increase athletes’ expression outside the Games3. Preserve the podium, field of play and official ceremonies

4. Provide clarity on sanctions

5. Provide more information around Rule 50

6. Restructure Rule 50 into two rules and increase clarity of Rule 50.2
